Les règlements municipaux relatifs à l’environnement à Morin-Heights
Règlement 339 de la Municipalité de Morin-Heights : utilisation des pesticides

ARTICLE 1
L’application et l’utilisation de quelque sorte de pesticides et d’engrais sont prohibées sans exception sur la bande protégée de 15 mètres en bordure du lac, à 30 mètres d’un puits ou d’une source d’eau pour la consommation et partout dans le bassin protégé du Lac Vert.

ARTICLE 2
L’application et l’utilisation de toute classe de pesticides 1,2,3 et 4, tel que stipulé dans La Loi sur les pesticides (L.R.Q., c. P-9.3) et les engrais biologiques sont prohibées sur l’ensemble du territoire de Morin-Heights.

ARTICLE 3
8.2.2 Zone de protection des rives Le long de chaque lac et rivière, les normes minimales de protection dans les milieux boisés doivent respecter la politique de protection des rives, littoraux, et plaines sujettes aux inondations (Loi sur la qualité de l’environnement, L.R.Q., c. Q-2). Le travail suivant doit respecter la protection des rives. La bande riveraine protégée se mesure de la ligne naturelle des hautes eaux d’un cours d’eau ou d’un lac. La profondeur de cette zone s’établit comme suit :

• Abattage d’arbres sur les rives d’un cours d’eau : 15m

• Abattage d’arbres sur les rives d’un lac : 15m

• Toute construction ou travail : 15m

• Installations sanitaires : 15m

Les arbres doivent être coupés de manière à éviter qu’ils ne tombent dans l’eau. Si cela devait se produire par accident, les débris et les branches devront être retirés de l’eau.

ARTICLE 4
8.5.1.1 Marche à suivre pour obtenir un certificat d’autorisation pour l’abattage d’arbres : Obtenir un certificat d’autorisation, en accord avec les clauses prescrites au chapitre 4 du présent règlement concernant les certificats et les permis, est obligatoire pour tout travail touchant la coupe d’arbres.

ARTICLE 1

The application and use of any pesticide and fertilizer is prohibited without exception in the 15 meter shoreline zone of protection, at 30 meters from a well or a drinking water supply and anywhere in the basin protecting Lac Vert.

ARTICLE 2

The application and use of any class 1,2,3 and 4 pesticide, such as stipulated in the Pesticides Act (L.R.Q., c. P-9.3) and organic fertilizer is prohibited on the entire territory of Morin Heights.

ARTICLE 3

8.2.2 Banks Protection Zone Along every lake and river, the minimal standards of protection within forest environments must respect the policy for the protection of banks, littoral and plains liable to flooding (Quality of the Environment Act, L.R.Q., c.Q-2). The following work must abide by the protection of banks. The protection area is measured from the natural line of high water of waterways or a lake. The depth of this area is established as follows:

• Tree cutting on the edge of waterways:	15m
• Tree cutting on the edge of a lake:	15m
• Any construction or work:	15m
• Sanitary installation:	15m

The trees must be cut in such a way as to avoid falling in water. If, by accident, this should occur, waters must be cleaned and all debris must be removed.

ARTICLE 4

8.5.1.1 Duty to obtain an authorization certificate for tree cutting: Obtaining an authorization certificate, in accordance to the clauses prescribed in chapter 4 of the present by-law concerning the permits and certificates, is mandatory for all work relating to tree cutting.
